To function properly, a bag must have room at the bottom to expand when filled with things.  Flat envelopes will not do.  My easy solution is to begin with a strip for the bottom, then pick up stitches around and work upwards.  The length of the strip, as well as the overall height of the body of the bag determines the size.
 
Sizes: cell phone/eyeglass holder - about 4 1/2" wide x 7 1/2" high
Purse: about 9" wide x 7" high
Tote: about 18" wide x 15" high
